grouped them together as "legal Cadets" purely for purposes of

arranging leave and the filling of consequential vacancies.

I note in paragraph 4 of your Despatch

5.

that you do not consider my suggestions for obtaining Cadets

for these legal or quasi-legal appointments to be feasible,

and in view of the considerations contained in that paragraph

I venture to express my concurrence and I will adopt the alter-

-native course proposed in your paragraph 5. I attach a

General Order to give effect to this proposal and I sugest

that it should be included in the paper of particulars relating

to Eastern Cadetships which is furnished to candidates by the

Civil Service Commissioners.

I note your instructions in regard to a

Passed Cadet acting as Private Secretary and your endorsement

of the opinion of Sir M. Nathan in regard to the post of Chief

Clerk in the Secretariat. In view of the opinion expressed in

that Despa.cn (which had not been crought to my notice) I

concur that the post should not be included among those for

which Cadets are eligible.
